It is accurate if you use the friends and family option and have a dispute that Paypal will not resolve the dispute?

Yes because if you sent the payment through friends and family, you won't be covered by the buyer protection.

Depends, you won't be covered by a Paypal dispute BUT if you funded that Paypal payment via a credit card then you could do a chargeback via your card issuer and in that situation if the card issuer found in your favour you would win as the seller would have no seller protection.
Advice is voluntary.
