My account here at PayPal is now limited because of activities that I have purchased things for myself or family. I had a "supposed" friend that I blocked and no longer talk to because he was a scammer that at the time I did not know that he was, he sent me money through PayPal and now they limited my account and want to close it. I had my PayPal account for years, I really never used it until recently. Can anyone guide me with what to do?

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
Advice is voluntary.
Kudos / Solution appreciated.
