I opened a dispute about a transaction that I tried to cancel but the distributor refused to cancel my order, blocked me and Carried on sending the item, Now the distributor is charging me money to collect the item from the post office which I can’t afford!

If you mean a customs fee? then that has nothing to do with the seller.

The seller does not know the import fees that the governments of every country in the world charge to their citizens.

That is a tax between you and the government and you are responsible for any charges as you chose to import the item into the country.
