I bought something from a Chinese company... waited over a week and no movement from processing to anything else. I filed a dispute and paypal is still trying to get a response from the seller. They aren't going to get one because I tried to message them 5 times before I filed the dispute. How do I speak with a live person?

As long as you have escalated to a claim then you just have to wait for the review.

Paypal allows the seller xxx amount of time to respond to them and longer if its an international sale.

Sadly speaking to them won't change that as they are inundated with claims from users that have bought tat from these Chinese websites or Social Media ads.
