I ordered an electric barbecue grill. However, I received a fake ring. The seller requested to send back their item to refund me. The cost of shipping back might be more than the cost of my order. It is the seller's fault, and they should bear the cost of shipping the returned item. This seller is a scam, they show buyer different products than what the seller actually sends (they send cheap products) and make it difficult for a buyer to return back since they don't pay for returned shipping (I think they did it to others, too). if the seller received the returned product, they may say that the product was damaged and not refund buyers (I do not have confidence in them). I request PayPal to investigate this seller and to issue a fall refund for me. However, they rejected my claim. $ 28 is not a big number, but this case shows that PayPal is not a safe way of buying products.

Did paypal choose who you bought from?

Paypal gives you 'some' buyer protection but the onus is on you to risk assess your own transactions.

Paypal are doing exactly what they say and what you agreed to when you opened your account.

 

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....

Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
