Can someone tell me that if the seller sends a email to a buyer stating the were going to refund Their payment why paypal would not refund their payment

Paypal refunds if the seller actually issues a refund and not just sends an email saying they are 'going to'.
Advice is voluntary.

Scammers will tell you thru private email that they will refund, hoping you'll cancel the dispute. Don't fall for that, file dispute (then escalate to claim) if you haven't already, then stay with it. I see this being a scam being played out. Hundreds of similar stories reported here.
