How do i reopen a dispute once the initial 21 day period has lapsed without a result?

You can't re-open a dispute and its x1 dispute per transaction.
Do you mean you didn't escalate the dispute to a claim within 20 days so it timed out and closed?

The time lapsed and the dispute was closed. The seller had been dodgy and bought some time until the time period lapsed and now has gone missing and i cannot contact them, i suspect knowing the paypal dispute limitations. I dont know my next step.

Sadly there isn't a next step, you had up to 20 days to escalate a dispute to a claim before it timed out and you didn't.
