I'm currently dealing with a seller who leaves everything response to the last second... I ordered a 6ft Monkey plush bed but received a cheap "gold" ring. Nothing similar to what I ordered. They offered a partial refund of $4.00 (which I denied). I paid US $37.00...approximately $70 AUD They are now saying they will fully refund IF I return the ring to China by the 7th August. This will cost approximately $30.00 AUD. Why should I have to pay the postage...they are at fault? Plus I'm pretty sure they will find another way to not pay me if I do return the ring. They are absolute scammers! Paypal keeps closing my messages and nothing seems to be getting done. They shouldn't be able to get away with this!!

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.
If you lose because seller provides a fake tracking number (likely) then post back for more advice.

If the item arrives and its tat the make sure you CHANGE the dispute quickly before it closes to 'not as described'.

 

Also make sure you have activated the below link in case you have to return it.

I sent for 2 mechanical dogs  for a total of $36.98 with shiipping.  Instead I got 2 stuff dollar store dogs that definitely not mechanical. They offered $5  and $8  and I refused. I only asked for the $29.99  and excluded the shipping. Finally they said they refund if I sent back the 2 one dollar dogs at my expense. It costs $20 to do this!! Those **bleep** in that warehouse in China knew what they were doing to cheat and fraud we hopeful Americans. And what's sad is that Paypal won't do anything to close them up because they have a headquarters in Singapore! It's Amazon all the way now. I won't even use Walmart because I've gotten **bleep** through their online stuff as well as they use these stealing warehouses on their site as well. Amazon made a refund for a TV I ordered online because it didn't have a remote. I contacted the seller who promised to send it and didn't and when I told Amazon they refunded my money and let me keep the TV so I bought a remote from them!! Only fair.  I can't trust Paypal now like I thought I could.
