I have an in going dispute with a seller. Opened 12thJune 2020, I’ve had no contact back so I’m trying to escalate but PayPal only lets me see the status as waiting for sellers response. They have until 29 July , but I only have 20 days to escalate from 12th June. What can I do?

Are you sure you haven't escalated already? Only disputes normally time out at 20 days and are closed and you are well over that time frame.
