I sold a vintage bike, buyer collected, then they found faults and wanted a partial refund, I said they can have a refund if they return the bike, buyer refuses , wants me to use a courier to collect, can Paypal refund without them returning the bike. 
they still want a partial refund I feel this is a scam.

Is there already an open dispute filed by your buyer? If yes, you can go ahead and have it escalated to a Claim if it hasn't been. 

How do I escalate a dispute to a claim? 

And you can request a return of an item first prior to issuing a full refund.
