Dispute with possible scammer

Hi there 🙂
I reccently bought a used uworld account, and two weeks later the account was blocked or the login was changed.
I tried to contact the seller via email without answer. I open a dispute in paypal and after that the seller appologize and helped to solve the problem and restore acess to account with excuse that was uworld problem and the dispute was cancelled by me
Now i've lost again the access and i guess i can't open a new dispute. This is not the first time she did this
Is there a way to open a dispute or refund the money? Recover the acess for a few days and start all over again is not solution
