Dispute with paypal decision

I am getting nowhere with PayPal, they are not listening to my side of the story. They closed my dispute before it was resolved, which is shown in my messages on their site. I cannot get any answers as to where I go to dispute their decision. It is wheels within wheels. Does anyone know who I can contact?

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

I have done all that, but just keep getting robotic answers from paypal saying their decision is final!! So I need to go further than paypal, so looks like you cannot touch them. As I said wheels within wheels and I'm out 81,61 euros!!
