Dispute with a fraudulent vendor

Hi,
I ordered some Reef shoes thru a vendor on Facebook. When the order got to me it was quite obvious they are knock off shoes, more so the vendor didnt even send me the shoes I ordered. The vendor was responsive at 1st and then ghosted me. I opened a dispute with Paypal since the vendor is still online and continuing to scam people. I requested a full refund and for the vendor to pay for the return shipping back to them. They offered me a $10 credit on the order for $72 worth of fake shoes.
Since I used my Amex card what will happen if I open the dispute with Amex? I feel like Paypal is dragging their feet and in the end I am going to be stuck with the $72 of fake Reef shoes.
