Dispute vs. Claim

Hey Everyone!
I want to be sure that I put in this dispute/claim properly.
When I put in the dispute I was given a case number. In the text that accompanied it was the statement that Paypal would attempt to contact the company for 10 days then I need to put in a claim. If there is no claim processed after 30 days the case is dropped and cannot be reopened.
I have tracked down the company. It is a sham. A store front only. Amazon (where I bought the item) said it was a scam. So what do I do? How do I put in a claim?
This is for a medical device that I need. Being on Social Security I simply do not have another $69.00 to put out there.
I would appreciate any advice I can get.
Thank you,
Sandra
