Dispute time?

I didn’t receive some goods due to the supplier being unable to provide the correct import paperwork for electrical goods entering Europe. He also provided a fake invoice to seriously undervalue the items. Fraudulent activity. PayPal resolution center originally said it would take up to 30 days to resolve. The date just keeps being extended. I complained and was told to “have a nice day” and that it would take up to 60 days. It is now beyond 60 days and is again extended. I cannot find info on how to complain to the authorities who regulate PayPal. Does anyone know who I can approach? I paid for goods in April and still do not have a refund. Very bad customer service.
