Dispute resolution

I opened a dispute with PayPal and they gave me a case #. I got a reply from the vendor through PayPal and which PayPal asked me to respond. I typed in my response but I don't see a way to actually respond. There is no respond or send button. The only option I seem to have is attach a file (which I don't have any to attach). I just want to send my response to the vendor.
