Dispute in Resolution Center over 40 days old

I started a claim in the resolution center on July 1st.  As of August 10th it is still "under review" status last updated July 31st.  I have heard absolutely nothing from seller nor Paypal.  Is this a normal time frame for a claim to be resolved?  I tried to "contact" Paypal but the automated system keeps telling me to go to the Resolution Center which provides me with no additional information.
