Dispute going nowhere

I bought something on line on 7th December, the seller never sent any confirmation, and has never communicated with me.

I later found their photo of the item is plagiarized from another site, they don't reply to emails.

I Raised a dispute and Paypal keep saying they are reviewing, but just move the resolution date back all the time.

The seller has given Paypal (not me) a tracking number to keep them quiet but the number has been sitting in China since December 10.

Obviously I have been scammed but Paypal are just siding with the seller and you are bound by their restrictive decisions and cannot ask any questions on the original dispute. Not impressed at all

Paypal it appears are inundated with claims mainly from buyers that bought tat from these China websites or Social Media ads !
So all claims are being pushed back unfortunately.

As long as yours has been escalated from a dispute to a claim, and is still being reviewed then you have the chance of a refund.
Sadly you will have to wait it out in the long queue though.  

If you lose because the seller posts a tracking number then........


APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
