Dispute fraud

I went through a lengthy dispute process over buying an item that was falsely advertised and was completely scammed out of almost $100 After much hassle and general unhelpfulness from PayPal they finally instructed me to send the item back to the seller to receive a refund. I did this and provided the tracking information and 2 weeks later they just randomly close my case and have said too bad you haven't uploaded tracking information, which was a complete lie and I have evidence I did upload it. My question is what can I do from here? Is there an appeal procces or is that it, the seller walks away with my money, the item and me out more money for the expensive postage to China. I thought we had good buyer protection here..

Appeal?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
OR
have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
