Dispute erroneously declined and NO RESPONSE from PayPal

For 3 months (!) I have been contesting a purchase I made in which the merchandise I received was radically different from that advertised. After unsuccessful attempts to resolve this with the seller, I escalated it to a claim, returned the product and uploaded all shipping information. PayPal closed the case claiming that the tracking info I provided was invalid...

There is no response to my messages & emails and no answer on the phone number for PayPal. ,**beep**?!?

This is Buyer Protection?
