Dispute denied

I opened a case with the resolution centre and the case got closed as the sender provided a tracking number. The number is with royal mail so I contacted them and they have confirmed with me that the parcel is not mine, not my name and not my address on it. The sender has provided false tracking information but as it says its delivered PayPal keep closing it! RM can't send me the info on the parcel as its customer privacy etc!
