Dispute denied

I opened a dispute with an overseas seller almost two months ago. It took quite a while for the return to arrive but it finally did. Seller agrred to release funds but PayPal said the dispute had to be kept open. I continually attempted to upload proof of receipt with the system failing each time. Now I am out almost $700 and have returned the product. I have no clue how anyone sees this as fair. Any thoughts?
