Dispute denied

I ordered 2 compactable trash cans.  I never received them so I filed a dispute.  It was denied because there was tracking for the 2 packages.  Upon further review I realized that what I **thought** were dog poop bags that I ordered from amazon or groupon (I have a dog, made sense if it was a great, cheap deal!) strangely arrived in separate packaging.  And I do not know why I would order lavendar?  but ok...


BUT mystery solved!!!  The seller pulled a bait and switch.  Instead of steel trash cans for $30 each I got purple mini trash bags lol.


Do I need to start this process all over again or is there a way to re-open the existing dispute or update it or appeal it?  Is there a CS number I can call?
