Dispute closed, seller lied, did not send product ordered

Seller from China sent 2 small canvas bags rather than the 2 folding chairs that I ordered, paypal closed dispute as RECEIVED! I have tried for hours to find a way to reopen this. Is it so hard and so frustrating to let sellers steal using paypal?? I cannot find any way to reopen the dispute, send the photo of the little bags sent...is this just my $45 mistake by using and trusting paypal? I have tried calling, emailing, texting, resolution center...cannot connect to a person
