Dispute claim rejected despite clear fraud from seller

I attempted to purchase concert tickets from a seller. Upon sending the money they promptly stopped replying to messages and then closed their facebook account shortly after, leaving me £20 out of pocket. I filed a claim with paypal but it was rejected, and attempts to appeal or escalate the claim lead to an error message, presumably because I've already had a claim filed and rejected for the transaction. I've attempted to use the help chat but this ends up going in circles with the same error message. Not sure where to go from here?
