Dispute claim for item purchased from a vendor outside USA?

I placed an order and paid with my paypal on February 2. Vendor said two days to process. Name of company on emailed confirmation is different from the name on the web page where I placed my order. The web page gives one email contact. The email gives a different email contact. Both email addresses bounce back that they do not exist or are unable to receive email. Paypal says they have no other contact and will allow the order to be pending for 30 days before I can dispute it. When I saw the location of the vendor on the web page, I thought WA was for Washington State in the USA, but it is actually located in Australia. What are my options on items purchased out of the country, if I do not receive what I ordered, but the payment goes through within the 30 days?
