Hi, There. I recently purchase an item online via paypal once off payment. However I received the product is not what they describe, not even close. I believe the seller is online scammer cheating money with fake product. I make payment before sign up an account, so can I still lodge a dispute? Thanks

If you need to open a dispute for a 'guest buyer' transaction then you can.......
1. Phone Paypal customer services and see if they will open one for you (difficult at the moment due to covid)
OR
2. Contact your card issuer for a chargeback.
Advice is voluntary.
