So I wanted to get a refund back from a seller, but he was not cooperating.
I filed a "unauthorized transaction" claim and now his account is put on hold. (he claims he cannot use it).
If I close my claim, will his paypal account be unsuspended/not on hold?
Was your account hacked or not?
If you knowingly made payment, the unauthorized transaction claim will be denied for sure. You'll have to contact PayPal to change your claim to Item Not Received if seller scammed you by not delivering your order at all or Significantly Not As Described if seller sent you something entirely different.
Please see Purchase Protection terms:
If account was hacked there's still a possibility for PayPal to deny your claim and you'll have to call customer service and have them do a more in-depth review of the transaction.
