Dispute and Claim Resolution Process

I created a Dispute.
Apparently I did not fully understand that, within 20, days I would need to escalate the Dispute to a Claim in order to have PayPal contact the vendor for me.
Apparently, in the 20 days, I am supposed to get a vendor response that PayPal can then react to, in order to pursue.
I did not escalate the Dispute to a Claim so PayPal closed my Dispute.
And PayPal says I cannot create a new Dispute, wait another 20 days, and then escalate the new Dispute to a Claim inquiry.
What the heck PayPal???

The dispute stage is for communication between you and your seller.
If you are not happy with their response or they do not respond you can escalate the dispute to a claim at any time you want to within those 20 days to make it a claim.
Once its a claim Paypal then get involved.
If you don't escalate then it times out at 20 days and you are only allowed 1 dispute per transaction.
Advice is voluntary.
