Dispute an Item Not Received Doesn't Appear Under Reporting a Problem

I've been waiting almost three months for an item to be sent to me- I've been extremely patient and have tried to contact the seller 1-on-1, but she has decided to ghost me on Facebook when I try to message her about it (when she has clearly been online and active). As a result, I have been trying to file a dispute, but when I follow the steps previously given by going to the Resolution Center, the 'file a dispute' option doesn't appear after selecting which item I want to dispute and only gives me the option to report a fraudulent problem and only gives me the option to email her- which I went ahead and did to attempt to reach her again.

Is the e-mailing her itself opening the dispute? 

Or should I go ahead and just file a claim since she's ghosting me?

Filing a dispute wasn't this complicated before, so I'm unsure if I'm just making it harder than I have to.
