Dispute Taking Way Too Long

i am a Seller. A dispute was filed & opened in October. They made a purchase & had claims that it wasn’t the item they saw in the pictures & they weren’t willing to send it back. Paypal says it can’t do anything since it is now in the hands of the financial institutions & for them to review & see if they can issue a refund. It’s 110 dollars & it is now about to be 4 months & still haven’t heard anything. Paypal won’t help, buyer won’t reply, institution won’t give a resolution. They keep trying to contact the buyer but nothing.
