I recently sold an item to a guy in the UK... It has nothing to do with eBay as it wasn't listed on eBay. He was miffed that he had to pay the customs fee so he didn't accept the package nor did he advise the carrier to return it to me.. The packageis still in transit within the UK and had a second delivery attempt just the other day.. Meanwhile, he filed a non-receipt claim. The tracking #, which has been supplied to the buyer and Paypal from the beginning, clearly notes the recent delivery attempt... How can Paypal find this in the buyer's favor when I don't even have the item back?? Something is not right here.

To win an item not received dispute you have to provide a tracking # that shows delivery of the item to the buyer.
Advice is voluntary.
