I paid for a laptop screen from China which never arrived. I claimed for non delivery and PP judged in the sellers favour because they produced a tracking number. When I tried it - it said the item was delivered to a different postcode. Don't PayPal check this basic info? I guess they sent one to a nearby address and used the same tracking number - I checked with the local sorting office - no luck. PayPal is helping scammers by not checking postcodes.

PayPal uses bots in their replies.
The scammed sellers know how to appease the automated replies with fake Waybills taken from god knows where.
Try to call PayPal and speak to a live person.
