Dispute Resolution

I have had an open dispute for 2 months. I have gone into PayPal chat several times only to give all the info then transferred several times to others who say to wait. I have provided tracking # which shows the item never received by USPS to send out, that was back in April and checked again on 6/10 and still the same. PayPal chat says it’s still under review and will not refund or offer any help except to say it’s still under review.
