Dispute Refund

I purchased an item sold as new, it wasn't and didn't work. I sent it back and seller only refunded less than  1/2 my money. I filed a dispute with paypal and lost. How is it sellers are selling junk and buyers have no protection against this fraud?

Was the reason because there was already a refund issued? Stick to the tried and true merchants and names we all trust, I say. Anyone can sell these days and sell bunkity bunk junk.
