Dispute Help!

Good afternoon PayPal community, Long story warning but some advise as to where I should go from here would be greatly appreciated.

I purchased a slow cooker online on 21/05.

It never arrived.

On 07/08 I logged a PayPal dispute.

PayPal contacted the seller who provided PayPal with a new tracking number.

We again wait for the item to arrive.

26/08 an item with the new tracking numbers arrives, a cheap fake gold ring, not the ordered slow cooker.

Dispute remains in the under review category and there is no way for me to update PayPal with the progress of the transaction. Nowhere in the online dispute screen to add an update. No phone number to call. 

What should I do?
