Dispute Escalation

I have a dispute which I need to escalate. However I click on the claim, view it and cannot find the option to escalate the claim (as per Paypal's instructions / user guide). Please can anyone help me to escalate?

The PayPal help topics didn't help -  I followed paypals instructions on how to escalate a dispute into a claim, but the website doesn't have an option for me to escalate to a claim...why is that?
