Dispute Denied - Never received intended item

To simplify, I opened a dispute because I did not receive my intended item. I ordered skates, received a jump rope, and the company did not offer to mail me the skates and only offered a partial refund and that I could... keep the jump rope.... I don’t want the jump rope I want the skates. I opened a dispute it was denied on the premise of “they provided tracking info” which wasn’t even the primary issue. Is there nothing else I can do to get my money back?
