Dispute Closed

My dispute was closed by Paypal - they said I did not provide the tracking information. The transaction was a purchase from a seller who did not send the items I ordered after several weeks. I asked for a refund and seller would not refund. I opened a Paypal dispute and the seller then sent items that were completely wrong.  Paypal ask me to send the items back (I paid for shipped which is wrong because I did not ASK for these wrong items). Paypal said I didnt provide a tracking number, which I did, and Paypal closed my dispute.  How do I address a dispute that was closed in error by Paypal?
