Dispute Appeal

I purchased an item from a online clothes retailer in May 2018. The item did not fit so I ordered an alternative size and returned the original. The seller sent me an email confirming that they had received the item and a refund would be issued. Subsequently no refund was issued so i escalated as stated on the website. The store ignored my emails. I raised a dispute through PayPal and it was found in my favour. However PayPal have now closed the claim and will not issue a refund despite the seller confiming receipt of the item as i am unable to provide tracking details. How do i escalate this further?

Paypal only issue refunds when you have provided trackable proof of delivery of the item back to the seller.

Failing that you could try a chargeback if you funded your Paypal payment via a credit card OR the small claims court?
