I'm sorry that there was any confusion regarding the dispute. A dispute is a conversation between the buyer and the seller via the PayPal platform. PayPal does not take actions on this buyer-seller dispute until it is escalated to a claim. Once it is a claim, PayPal reviews the circumstances and makes a determination. If a dispute is not escalated to a claim within 20 days, the dispute is closed and it is not possible to reopen it. It is in your best interest to escalate a dispute if the seller has not resolved the situation during the dispute phase.
