Digital eShop gift card ate my money

I bought two digital eShop cards for a friend. He never got the codes and I never got any sort of confirmation.
Why? PayPal took my money so why haven't the goods been sent at all? Very mad right now, hoping I can get a solution, feels like I was just scammed.
I should also note that I tried to send a message to PayPal through the payment specified but it did not work. I also tried clicking the 'archive' payments in the resolution centre to put them in some archive or something, but they were just deleted, so why is it called 'archive' if it DELETES the payment record instead of, you know, ARCHIVING IT?!

I have the same problem though I'm the receiver in this case. I see this happend 2 years ago did your friend get the money or did you find out anything?
