Im trying to issue a partial refund (minus PayPal fees) for item that got sold twice by marketplace without my consent. Transaction is on hold in an open dispute with buyer, and both have agreed by text to refund amount but when I click send offer PayPal keeps saying there’s an issue their end and to try again. I am unable to refund this person.
