Didn’t receive what I paid for, made claim and still got stiffed

I ordered a tool. Package took over a month to get to me. Package was opened when received and product was missing. Wrote seller. Seller tried to get me to talk to them on a site other then PayPal. I contacted PayPal told them of sellers sketchy moves. No response. I escalated the claim. They wanted me to send the box that was missing the product I ordered and payed for back. I went to fedex and they told me it would cost $103 to send it back. I paid $76 for the empty package to get here. Not spending $103 to send it back. I tried to find a way to contact PayPal to tell them this but there is never a real person and they ruled in the sellers favor. Never thought PayPal would help someone rip me off. But it happened and they made me wait 3 months to tell me they ruled in the sellers favor.
