Didn’t receive my purchase and now seller is unregistered

I made a purchase in December for Scentsy bars. With the holidays, I didn’t stay on top of this. I went to send a message to the seller and they are no longer registered. Tracking shows that it was assigned a tracking number but was never sent. Looking at the feedback for this seller, this has happened to a lot of people. I filed a dispute with eBay but I’m wondering if I’m just **bleep**. Should I just go through my credit card company or will eBay take care of it?

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute.

 

Or credit card. Choose one or the other, not both and try disputing via PayPal first though. Hopefully seller should still has a PayPal account.
