Didn't get parcel

Hi i have bought a phone on ebay paid by PayPal and didn't get it the tracking number is showing delivered but i didn't get anything have open case on eBay but they close it try to sort it through PayPal but they refused it as well can anyone tell me is any chance i get my phone or money back thanks

If you can find out the tracking number from PayPal you can determine if it is fake or not or someone just stole your package off your facility, otherwise, open credit card chargeback.
