I have not received the item. The item was not received. Seller gives me a Royal Mail tracking number. This sows out for delivery 4th April. Sell suggests I get on my bike and go to the post office and ask them. It is up to the seller to find out why I did not receive this. The seller is being obstructive and arrogant by simply copying and pasting a previous response. I go to the resolution centre but can't find an open complaint button.
Help only opens up a list of help and suggestions. Disputes opens up R4eport a problem menu. with What if I didn't receive my item or it's not as advertised? This takes me to Resolution centre link. And this shows report a problem button. This takes me back to the previous page...

You don't sound like a very intelligent person. The reason for your reply is because that I have just done this. how would you have not received this message and replied. I did click on the blue Help button at the top of https://www.paypal.com/myaccount/summary
I also gave an account of what happened when I clicked on https://www.paypal.com/myaccount/summary
This does not take me to a link to open an investigation. As a web site developer I feel that I know what I am talking about. When someone clicks on help there should be a link to open a dispute. Please ask someone who can explain this to you.

AND FINALLY. Clicking on contact us simply takes me to a menu of reasons why I would want to contact you. not much of a resolution link is it?
