Did not receive this

I have not received the item. The item was not received. Seller gives me a Royal Mail tracking number. This sows out for delivery 4th April. Sell suggests I get on my bike and go to the post office and ask them. It is up to the seller to find out why I did not receive this. The seller is being obstructive and arrogant by simply copying and pasting a previous response. I go to the resolution centre but can't find an open complaint button.

 

Help only opens up a list of help and suggestions. Disputes opens up R4eport a problem menu. with What if I didn't receive my item or it's not as advertised? This takes me to Resolution centre link. And this shows report a problem button. This takes me back to the previous page...

Other option through which you can get in touch with us is via chat. Here is how it works. You must login to your PayPal account and go to your Message Center wherein you can find the Chat Support option in which you can interact with our customer service representative as they have the capacity to view your account. If you prefer to email us,you may visit our website and below our page there is an option "Contact Us" please click that and you will be routed to 'Contact Customer Service' page, from the options shown click Email us, then select a topic and subtopic before typing your message. You don't sound like a very intelligent person. The reason for your reply is because that I have just done this. how would you have not received this message and replied. I did click on the blue Help button at the top of https://www.paypal.com/myaccount/summary

 

I also gave an account of what happened when I clicked on https://www.paypal.com/myaccount/summary

 

This does not take me to a link to open an investigation. As a web site developer I feel that I know what I am talking about. When someone clicks on help there should be a link to open a dispute. Please ask someone who can explain this to you.

AND FINALLY. Clicking on contact us simply takes me to a menu of reasons why I would want to contact you. not much of a resolution link is it?
