I'm sorry to hear that you have not received an item that was pad for as a guest. In order to have PayPal Purchase Protection and the ability to open a dispute in the Resolution Center, a transaction must be made through your PayPal account rather than as a guest payment. Future transactions made through your PayPal account would also be more secure since you would not have to enter your card information at the time of purchase.
Please try reaching out to the seller if you have not already done so. There may be shipping delays or other reasons why you have not yet received your item.
