Did not receive an item and cannot dispute the charge

I purchased an item as a guest with paypal and did not activate the account till after the purchase. I never received the product and cannot get anyone to help me. They keep hanging up on me when I call in.

If you had funded the transaction with a credit card then try contacting the credit card company.
